I think that's what happened. NDGO have their own Tumblr by the group, Horizon Cosplay or something, and in one of the questions they answered, they said that they have they have their own ideas of who the characters are, but that anything they say would have to be taken with a grain of salt since in the end RT now has Word of God on anything related to NDGO.
