At first I made the headcanon that he was afraid of the govnerment/army getting killgrave alive and trying to replicate his powers, it was backed by the fact the he burned everything about killgrave. But then it became clear that it was he was fucking insane because of the pills, shame he was a good guy until then and its good to have a good guy opposing the views of the protag.

Well if Frank was the cop who was under control then she would be lucky to fight him off, if she did without killing him then on their way to execute the capture plan he saves everyone the trouble and goes off mission by shooting killgrave instead then walks off as the credits roll.
