Films have to be filmed a year in advanced, tv show months. Civil War was filming while AoS was still in season 2.

Yes, Ike not only wanted the budget of the movies to be lower, he was also in charge of the Marvel Creative Committee, basically the ones in charge of all the executive meddling of the MCU.
Fortunately, both Ike and the committee have been relocated to just work on the TV shows, while Fiege is in charge of the movies.

While in absolute terms, there are south american tv shows that air at 2 a.m. that are probably worse, Agents of Shit is tied to Disney, a multi-billion dollar franchise and decades of comic book lore to tap, there is no excuse for this level of badness

This. Infinity War 1 comes out in May 2018 and it's being written at the moment and filming in November 2016.
Say Daredevil season 3 comes out in March 2018 (since Iron Fist should be coming next year). It'll start the writing process in early 2017 and filming in late 2017.
The shows are written too close to the deadline of the relevant movies. Think how much AoS has changed from S1 to S3. That's how likely it is going to change from S3 to S5 (context-wise, not quality). It's just very hard to pull of by two separate departments. It also doesn't make stories better, just more convoluted.

He's the fucking CEO. He was in charge of everything up until Feige pulled his little "blame the guy on top" routine to justify AoU underperforming, and got Disney to rip Marvel Studios out from under Perlmutter and Marvel.
Ironically, Marvel Television (same people who make AoS and the Netflix shows) under Loeb and by extension, Perlmutter, is also co-producing the upcoming X-men shows.

They expected it to do better than Avengers. It didn't, despite having a bigger budget. Ironically, Feige saying that Perlmutter didn't give them a big enough budget and that's why it underperformed is how he got Disney to take control of Marvel Studios.
Let's just be happy Marvel still has Marvel Television. At this point, I'd expect better stuff outta them than the movie crew. Daredevil and Jessica Jones are better than the majority of the movies. Ward is a better villain than most of the movie villains.

Gunn and Russos both have claimed to have interacted very little with the committee, although some didn't. Whedon and Favreau said, or at least implied, that they meddled too much.
I don't know about Derrickson or Reed, but Russos/Gunn/Waititi/Coogler/Watts seem like a much better option than Bendis/Quesada and all the other fat latino/jews.

They both have praised Feige's vision, but that there were other players. They never specifically named anyone.
Feige is a pretty cool dude. Check out his comments on TASM2. He also consulted for X1 and X2 back in the 2000's. He gets the characters pretty well, but leaves the directing to the directors, it seems.
Not that I think that Whedon is that great, but he seems like he's a bit autistic when it comes to compromise, which hurt the movie. I think someone humbler might have made better choices under stress. He was waaay in over his head, he sounds exhausted in the director's commentary.

AoS doesn't exist in the movies.
In fact, they've gone on record saying that the cross chatter between the movies, and their tv shows is almost non-existent, some of the guys behind the movie's didn't even know what the hell was going on when they were asked a question about the fish oil pills and inhumans on AoS, they thought it was a trick question, really wish I had that article.

Which shows a pretty gross misunderstanding on your part in how this shit works. There are multiple people working at multiple levels of this stuff.
