It's the whitey version of "appeal to the male gaze."
Westerners use hair to visually differentiate people. Asians usually have similar blue-black fine straight hair, so they "all look the same." By colouring the hair, it's an easy/cheap way to be memorable (to whiteys).
This is literally the reason why anime characters have unnatural pastel-coloured hair: the head models are too similar when you're making cartoons in a sweatshop. But this cheap tactic has been around for over a generation, so people forget why it was done in the first place, and now it's "just how it's done" or "traditional" or even "post-modern ironic."
