To keep the flow of the fight. If it was one image it would look like an ending devastating blow. By turning it into two panels the passage of time continues on fluidly (five equal panels) and it's just part of the fight.
Five equal panels = one fluid continuous ass kicking where Frank consistently refuses to fight.
One panel, then a double sized one, then two more = a more choppy but devastating fight where that blow might have been enough to stop Frank. This would have been better for a situation where Captain America bests Frank in a fight and Frank yields.
