The point with the Hulk was that he was always a misunderstood monster. He was hunted down because the public thought he was the same as the other monsters he fought, when in reality he was more like a really big but pure hearted and angry kid.
I know in recent times he's gotten more violent and caused more collateral damage, but there was a time in the past when he legitimately got off with no innocents being harmed while he was The Hulk.
