Ramses is scarier out of those two because it's in an uncanny-valley art style kids never expected watching Courage; also the otherworldly voice was pretty fucking unsettling.

I never found Gravity Falls to be terrifying, the jokes get in the way and most of the time they don't try to develop an eerie atmosphere.

At one point, yeah. After Courage gets rid of one of the curses he snaps his fingers in a "aw dang, so close" kind of way.

Courage had atmosphere and drastic changes in style to help the horror. GF was always bright, childish and cartoony, no matter what was happening.

The monsters in Gravity Falls are pretty generic compared to Courage. On top of that, Gravity Falls has some interesting concepts but always manages to fall flat upon delivery.

Courage on average had scarier monsters and villains, but Gravity Falls had one gut wrenching moment that outdoes everything Courage put up: The idea that a beloved family member is long dead and a stranger was impersonating them all along.

Courage was overall more consistently creepy, while Gravity Falls has fleeting moments of being genuinely scary or even absolutely disturbing. It's mitigated by the show's tone, though, which is less dedicated to creepiness than Courage.

Courage was better with atmosphere and suspensenot only than GF, but better than most horror-movies nowadays, which is kinda sad. God, I hate modern horror-movies so much.
