There was a nice story arc right before No Man's Land (the Road to No Man's Land) called Mr Wayne Goes To Washington, where he went before congress and gave a plea for them to save the city and not do the unthinkable. It was pretty good stuff.

One of the most consistent things with Batman's origins, regardless of who writes it, is that Batman devotes most of his initial time to cleaning up corrupt elements of the public sector.
Batman would be most interested in fighting corruption and mending social programs. He also greatly believes in the responsibility of individuals to help.
That's very similar to a Roosevelt presidency, and I think it would play out like that (until the author decides Batman should go crazy and retry Brother Eye or something)
