The outfit is fine, it's a classic ripped straight from a Debbie Harry photoshoot. It's the hair and makeup clashing with the grungy look of the clothes by being "perfectly messy" that makes the whole thing look like shit.

The outfit is fine, on it's own. I wouldn't pick it for Harley since she's not grungy like Debbie Harry was and is more pop than punky, but it wouldn't be out of line for her to wear daisy dukes and a tee shirt as street clothes. She's a plucky blonde bombshell and that stuff was kinda her style when she wasn't in uniform.
