The point is when X-men became popular they overtook Inhumans niche. They were no more opressed minority but an unusually big minority with cool powers and their own group agendas and culture, if it is possible to say so. Mutant Block in San-Francisco was the highest point of this change. And now Marvel wants to promote Inhumans but their role has been overtaken by muties so they have to try to give Inhiumans some space and can't totally change their position at once. That's why mutants have to be turned to endangered species again.
