Truly evil people lack the empathy and ability to compromise needed in a real human relationship.
But most of the time it's because most writers use the villains as conveniently evil scapegoats for the heroes to defeat. When the villain is shown as a flawed human instead of a cardboard cut-out the victory gets sad and that's a bummer for kids.
