Read back on the Garou arc and you'll see exactly what I mean. Garou was close to breaking his limits, but just ended up becoming a literal monster instead. The whole point with his fight with Saitama is that his monster hobby was compromised and was never gonna bring him up to Saitama's level, due to Saitama's hobby being more noble and less compromised.
The whole breaking limits thing was hinted even as far back to when Carnage Kabuto was around, when Saitama explained how he got his strength. He mentioned that humans have the ability to "change" themselves. This is outright proven by Garou who by sheer willpower is able to become the strongest "monster" around, but he would never beat Saitama, because the "monster" always just gets beaten by the "hero".
Brock Samson would win in any vs fight. Confirmed by the writers.

TOAA, but given how useless and insignificant the character is to the MU, probably not* actively* overpowered. The cosmic entities from the 60s and 70s like the eternals, beyonder (pre-nerf) are worth a mention.
Honestly? My favorite OP character? The one who id confidently put up against anyone else in most comics? Dr. Strange. Dat nigga can transcend realms and dimensions and shit. Now is he the MOST overpowered? Nah, not by a long shot.
I'd say by technicality, any character that thrives off of breaking fourth wall (Merry Melodies, Looney Tunes aka bugs daffy etc., obviously DP et cetera et cetera) will forever be the most OP characters because they have the power of external influence aka the reader, the editor, the artists... DP killed the entire MU, then began to branch out into other works of literature. He worked his way through time and fiction and history, making it all the way to his own creator.
I suppose answering OPs question without a set of rules is bound to be a bit silly.

Touhou is pretty overrated
Yeah there are actually strong characters like Flandre (vamp stats, ability to destroy anything), Yuyuko (is a ghost, can invoke death in an instant and can then control your spirit when you are dead) or Yukari (youkai stats, gaps, boundary manipulation).
The rest of the characters really aren't that strong though. Most of it is vague ability definitions and it's dumb to try and gleam anything from them. The characters that do actually get expanded on are much weaker than they sound (e.g. Sanae's miracle ability can actually take days of preparation for larger miracles)
And even tough characters like Yukari actually have limits (despite what people seem to think), just look at SSiB. She can't even zip people to the moon when she wants. It certainly doesn't help that the setting's main way of settling conflicts is non-lethally (yet people assume in a versus battle they'll be be going for the kill straight away)
So yeah, they definitely have strong characters. But it's not like the entire cast is that strong.
