Best XKCD can be really witty, topical and hilarious, not to mention thought provoking (especially if we are counting the educational stuff).
Best C&H is fucking hilarious, but at a basic, kind of immature level. It's different, but I would take a godly XKCD over an equivalent C&H any day.
However, at its worst, XKCD is preachy, faggy, circlejerky shit. Unfunny and standing on a soapbox. At C&H's worst, it's just a missed joke; unfunny but nothing lost.
So, maybe across the board C&H is better, but XKCD is more ambitious and its best is really good.

c&h basically has three jokes-- either there's wordplay involving the literal interpretation of something, or where a character otherwise elaborates on a seemingly innocuous phrase to be something subversive (often zooming out to show that they meant something entirely other than what was expected), or a generic joke setup gets replaced with a punchline that's horribly dark. I almost never laugh at it.

Cyanide and Happiness has a larger number of funny strips just its sheer massive output.
XKCD has better highs and also clearly has far more effort put into it but suffers massively from the cringey relationship strips.
Both of them are mostly pretty bad.

Cyanide and Happiness is pretty consistently a 'hehe' comic.
XKCD either provokes genuinely interesting thought or is very witty, or it's Randall seeing what new unplumbed depths he can explore in his own ass trying to sound deep/quirky.
