I disagree; this has already been established as a thing in-universe and it's a comic we're talking about here. There has to be a way to show it on page (over-exposition is the death of pymary being interesting in this comic) and overall I think this method works okay. The double take you make as a reader and the attention required to pick up on it is the same feeling that the guards would have witnessing it.
There may be better ways to do it in the future ( could see a top half of the page split into panels from the perspective of each onlooker showing the different illusions) but this is functional and doesn't take up that kind of space. The author knows it's confusing to the immediate reader so has dropped 3 pages at once.

Right now I think Bastion would trounce Duane because Bastion was involved with his creation, or at least delivery, and probably has some method to control him. If that was off then I think Duane is probably still the superior caster in a fight (Duane is pretty much as good as it gets) but that how it actually goes down would depend on what tools Bastion brought to the fight and how much foreknowledge he had.

Does it matter? We've seen plenty of examples that glamours are faulty, twitchy things. This was just an entertaining way to learn that Dawn's okay, learn that the guards are worried about the state coming, and help introduce and establish this new guy's personality and role as a pymary doctor.
