To appeal to children. Yes they were dumb and annoying. Honestly Boris is also sort of annoying. Since they stuck him with those polar bears he became more of a joke instead of a parental mentor figure to Balto. Boris' merit as a character dies the instant those polar bears are introduced.
Think of Boris as a failed version of Ping from Kung Fu Panda.
