I believe the idea was that they passed down their suits or skills to their grandchildren maybe if they decided to take that route? both el tigre's have the tiger belt, and all the god guys have the boot thing. perhaps the hats aren't magical and since their father's wouldn't give them the boots due to taking a life of villainy, they decided to make their own, and then taught it to their grandchildren.
I say it would have been better if all the kids were gender swapped.

Well the heroes of the family all wore the golden boots which gave them their powers. Those were just passed down. The villains in the family had hats that turned into mechs, and both El Tigre's got their powers from the same belt.
