Actually, I think it's normal to find scenes like this funny.
1) It's stimulating. We are naturally engineered to respond to violent scenes because there is an element of danger involved. That this is obviously a faked scene makes it less stressful and actually makes it cathartic. We feel a release from pent up aggression by seeing it in front of us.
The narrative is also one, the girl is known to be a bully (albeit minor and socially accepted) and is therefore the "bad guy" and it becomes acceptable to hurt her.
While not good (morally), and Family guy is the Macdonalds of TV (rubbish that we seem to enjoy consuming) it is still natural and far from the worst thing on TV.
Hell, certain "news" stations are far worse, but unfortunately protected by free speech.

I am of the opinion that Seth McFarlane has contempt for his audience or, even in a broader sense, modern television audiences. He seems like he is someone who is quite intelligent and possesses artistic spirit but I think he may resent the fact that all he is known for and all that he is liked for is for Family Guy. I think that he enjoys the more light-hearted musical style of comedy from the 40's and 50's judging from the fact that he makes a number of really well composed and structured musical numbers that go into a comedy that is generally sub-par and low brow in quality.
