So in Canon, No Non-Thor entity has actually become the person of "Thor Odinson". Sometimes they are referred to as a "Thor", but not the actual Thor.

See Thor has no problem being a virgin, so he can pick it up. Steve is a virgin but is not confident about it so the hammer budged when it detected his virginity but also felt he was trying to hide it, so it stopped moving.
