When they celebrated their 16th birthdays Hank noted that their drivers licenses were off by a few years. Four or so at most would be my own guess. The series seems to have hit some cape comic style sliding timescale, partially due to the lengthy production period it goes through. Each series takes place over a year or so, the boys age a year, but pop culture and the rest of the world goes through those full three year production breaks. and so do they, minus the ageing. Rusty's still nudging middle age when he should be nearing sixty.
