The artwork isn't bland at all, it's cartoony, sure, but still better than a lot of what Vertigo was putitng up at the time with LINES and NO COLORS.
Also, being so cartoony reinforces a lot of the comic themes. I know it wasn't intentional, but it still worked within the comic.
