he is dead. notice how clueless he was when he thinks that his prime objective was to find the avatar. And Zhao was a villain so naturally he'll wound end up in hell or limbo. Also notice how Iroh ended up the peaceful afterlife rather then ending up in the fog. This proves that heaven and hell do exist in the avatar world.
Clone Wars had more onscreen deaths in a single scene than the entirety of two series.

I'm currently watching through that series and man, I'm really feeling bad for those clones. They keep getting horrible deaths. And I find it kinda disturbing that they're given life specifically so that they can be expendable cannon fodder, anyway.

The fog was a sort of prison that spirits used on people they dragged there. You only end up there if a spirit takes you there for punishment so he technicly didn't die, but he will stay there forever so he might aswell have.
Also Iroh is an anomaly since people generally don't become spirits when they die, he is in fact the only known example of someone leaving his spirit in the spirit realm and letting his physical body die.
