Hank couldn't not vote. That'd be ignoring his civic duty. The one election episode we have is him struggling with the idea that George W has a weak handshake, he was the only guy he wanted to vote for and then he had to discover that bombshell. We never find out who he voted for, but in the end, he votes, because that's what you're supposed to do.

It's kind of a sign of how little people cared about politics in 2000 that KotH could even do an episode like that. Or for that matter the Simpsons' Dole/Clinton episode.

Starting with the 2000 election electoral politics became much more controversial in the U.S. and have continued that way ever since. That episode is the last gasp of the '90s take on politics, that it doesn't really matter who you vote for as long as you vote.

They had that until the '00s, when they never had a parody of George W. Bush because they were afraid of the reaction.

In the '90s they could make fun of Clinton, Dole, Bush Sr. because they weren't very controversial (Clinton was hated on the hard right but he was broadly pretty popular). Ever since 2000 making fun of a political figure is seen as partisan.
