Yes, but Venture is also the biggest name in New York right now, and Wide Wale is the biggest villain. It makes sense he'd want the biggest flashiest arch, not just for the prestige but for the potential money to be made off it. Wale does seem genuinely interested in arching Venture.
Considering Wale was able to start facing Venture immediately upon his rival, it's very likely that he could have been Jonas Jrs arch. JJ being dead would have left Wale stagnant and impatient for his next arch, and with the Guild being in turmoil and so many villains left without new arches or services Wale wouldnt have been able to get a new one. So Rusty comes to town, and Wale gets both a new arch, and the biggest business in town, jumping right back on the Venture train and setting himself to continue receiving any further profit from his arching.
Considering the Crusaders showed right up to get him started on their protection plan, JJ may or may not have had any interest in the game himself, and Wale was genuinely surprised when Rusty refused and the OSI stepped up, Wale was probably JJ's official arch and once in a while he'd stage a little exhibition with the Crusaders to justify JJ buying protection

Maybe the guild is interested in his super science, he starts selling to them without realizing who they are, then somehow things escalate to the point where he reluctantly goes along with guild protocol until he can find a way to get out of the contract.
Prediction for tonight: DMTM is interviewing the super villain in pic related for a position on the council, and she tags along on an arching mission against the Ventures. Monarch and 21 take up Blue Morpho and take the Morphomobile to kill the supervillian woman. DMTM and the Supervillian reach Ventech Tower, and Blue Morpho shows up and kills the supervillian. the pirate is fine, he's just there mostly as a straight man to keep the actual plot humming along and a gag once in a while. him falling off the wagon for like half an episode felt kind of pointless but it kinda brought him and the ventures closer together, and it also developed his personality quite a bit more (we learned that the driving force behind his addiction is his guilt over failing both his pirate crew and JJ, almost all the people who have depended on him in one way or another)
