In order to properly clarify who he is and who zoom is we need to look at how many worlds actually exist.
The answer is currently 'at least four with a fifth on the way'
Earth 1.0- Central City is destroyed by a tidal wave created by the Weather Wizard
Earth 1.1- Central City is destroyed by Vandal Savage and the staff of Horus
Earth 1.2- Current universe
Earth 2- Guess.
[The whole point of Legends of Tomorrow is to make a new world, hence the fifth, although it is not yet clear if the true divergence point will be in the past or the future so it doesn't have much bearing on this theory]
So it seems likely to me that when Barry time travels backward he accidentally shunts his past self forward. Given that so far we haven't had two speedster Barrys interact, this seems to make sense.
So what happens to these Barrys? I think we know what happens to Earth 1.1 Barry- He gets juiced by the staff of Horus along with the rest of the city. Bad end, as it were.
But what about when he first time travels? He sends Himself from a day in the past to the apex of a tidal wave. Because Earth 1.0 Barry does not know he's trying to save the city (and Iris) from a tidal wave, there's nothing he can do to stop it. He can only run away. Everybody he's ever known or loved is now dead. He doesn't know he can time travel by running fast enough, although he may gain an inkling. This Kills the Barry. All thats left is an empty husk of a man with speed powers and no reason to do anything with them. He goes insane. Murderously, evilly insane. He starts running. He runs so fast that he starts fucking with the laws of reality, pops out in another world. He sees another speedster (Justice Leaguer, Crime Syndicate Don, Some retired speedster who fought alongside the JSA but got old and hung up his winged bucket helmet, doesn't actually matter.) steals his speed, and kills him. Keeps running. Repeats this a couple of times until he lands on Earth 2. (Continued)

Jay's speed (and genetics) are augmented by Velocity 5 (6 is made with Caitlyn on earth 1.1/1.2)
when Zoom tries to take his speed, it doesn't properly work because of the drug. This starts negatively effecting Zoom, but the portal opens up above earth 2 central city pretty much immediately so zoom dips out to Earth 1.1 just in time to see the battle between Thawne and Flash, but because of all the speed he's stolen he is so much faster than them they can't even see him, he watches the fight, realizes where he is, and decides to destroy the flash. not just kill him, not just steal his speed, but utterly destroy him.
Because he himself is a Barry Allen Flash, he knows how fast this Flash can potentially get even without good Barry stealing speed, and because of the negative repercussions of the Velocity 5, He starts out with his plan to use Wells to steal Barry's speed (which would presumably heal him maybe?) and his metas are used as reconnaissance in his plan to kill the person who ruined his life- Himself.

besides the evil doppelganger thing being extremely cliche and played out (both in fiction in general, and now literally in this show already), DC time travel has never created stable branching timelines like that. the Earths are their own individual realities, not the result of minor changes to the timeline. Barry preventing the tidal wave stopped it from happening at all, period.
