Nah. It's done by the original team and WDAS itself like the other proper movies, whereas most of the direct-to-video sequels were done by "Disney Toon Studios".
The only sequel that's been done by WDAS itself previously has been The Rescuers Down Under. And maybe some Winnie the Pooh movie.
So there's a good chance it'll be better than the original, since Frozen I was so rushed and they changed shit around till the last possible minute which led to plot holes and the like. This time, the setting and the main characters and their dynamics are established from the start, so it's possible the story will be Tangled-tier honed

Kind of hoping they surpass Tangled, honestly. You're not exactly placing the bar sky high there. I mean it was good, in some ways better put together than Frozen, definitely, but it still had it's problems. Namely that they clearly couldn't decide who the main character was, tried to make it have two, and then didn't quite nail the landing.
But yes, Frozen clearly suffered due to being in development hell, and then when they made a breakthrough they had to scramble to implement it, and didn't have enough time to really do it justice. They should be in a better position to follow it up, except that, well, they've already told these characters' story. It can be a real challenge to find a satisfying direction to take for a follow up. The big problem facing most sequels, really, but especially when the original feels like such a one-off, complete story.

Like what? The only problem in that film is Elsa's lack of control of her powers, and that's fixed. That was the big conflict of the characters lives, now it's gone. They don't have any more reason to have adventures.
Compare this to the original Star Wars, which left the empire at large still out there. Or to characters like Indiana Jones or James Bond, who's careers define them as people who go on lots of unrelated adventures.

I'd like to see something about Elsa adjusting to being out of her room and actually facing the realities of ruling, or how the other kingdoms or citizens react to a magical queen, or how Kristoff adjusts to living in a castle and being around people, and how Kristoff and Anna's relationship progresses and so on. I'd also like to see what actually happened to Hans, what his story is, how is his background to have made him like that, and so forth.
I don't know, I feel there's a lot of stuff in that storyverse to cover, whereas Tangled was somehow a lot neater with the ending.

Being rushed isn't the same as being unresolved. That conflict is resolved. That's made vary clear by the end of film. Wanting more detail on an already resolved conflict does not a sequel make. Just because you want more detail on something doesn't make it unresolved.
All those other things you listed, none of them are actually unresolved things, and none of them are actually enough to be a whole story. Just because you're curious about what happened after the story ended does't mean it's not an ending. A story does't need to explain everything that happened to all the characters until their death to qualify as resolved. Stories have to be interesting. An uneventful slice of life story about Kristof, Elsa and Anna living in a castle is not something you base a feature film on. Again, "something you're curious about" does not equal "an unresolved plotpoint." Frozen is a stand alone story that contains no sequel-bait.
