I've been reading through Max, and it kind of gets on my nerves how they go to great lengths to acknowledge that Frank is getting old as hell in the first arc (mentioning 'Nam, saying that he's in his fifties or sixties, drawing him wrinkled and grizzled as shit) and then slowly de-age him as the comic goes on. After that mini, Frank worked for Heaven for a bit, until Ennis came around and had him say that he didn't do that anymore because he didn't like working for them.

For all intents and purposes, yeah, Punisher is the one villains fear the most because they know Frank won't put them in jail. They'll put them to rest but given that since the vast majority of the villains in the Marvel Universe have at least a super power of some sort and the fact that Frank mostly pursues the mafia or slavers or some other shit like that, he's not that feared.
Moon Knight will hunt you down, butcher you and leave your for death but he's mostly struggling with his own crazy self so he's not like a 24/7 vigilante like Batman or Frank.
I think villains in the Marvel Universe are more scared of someone like Doom, since he will also fuck anyone's shit on a whim.
