All this talk of a government salary, but MCU cap stopped working for SHIELD a few movies ago. Even SHIELD is under ambiguous jurisdiction, it seems to be a UN-esque international NGO with member nations, including the US, UK, China, and India at least, but I don't think SHIELD was part of the US government.
