Herman is a pragmatic man, and with people like the Punisher and Scurge of the Underworld around the best thing to do for him to survive is be cautious. There's a reason he's one of the few Big 2 characters to never die. He hasn't even explicitly been killed in any alternate universes.

But then they shoehorned in some plot where she's had some past relationship with Rose Quartz, which WOULD HAVE BEEN FINE but then they spent forever and a day reminding us of her being a lesbo. SU slowly turned into "Guess what Pearl has PTSD about today?"
They calmed that shit down in later episodes though and I hope it stays gone. It's right up there with the "Korra is totally a lesbian because we say so" bullshit finale.

Hell, he's had psychological issues before. Losing to Spider-Man all the time gave him a hell of an inferiority complex so bad that he was flinching at shadows and stuttering. You don't just get over something like that easily.
Even before that, he was kind of a tryhard thug. I remember one issue in the 70s had some mob guys show up at his hideout and he'd done it all up super fancy. The leader there basically went "He's dirt that's trying to look better than he is. Pathetic."
About the only time he's been shown as a widely respected dude was in the Dark Reign-era, when the Hood said that his crew needed to respect the Shocker because he was an old-school guy who managed to get by without becoming a D-Lister like a lot of the Hood's crew.
