Maybe you don't like the atmosphere at your local Academy (why Weiss didn't go to Atlas, for instance), or you want to get out away from your kingdom, going to a different Academy seems appropriate. Pyrrha probably went to Beacon because she wanted to be less well known than she would in say, Mistral.
Different headmasters obviously have different methods, so entry and exams might be easier to one than the other for different people.

Plus you have the added factor of their capitol ships being taken out by Neo (still curious how she murder-hobo'd an entire capital ship staff singlehandedly), Grimm being literally air dropped in the middle of civilians during a civvie sporting event and you have a recipe for disaster.
