Most of the problems were caused by Joy trying to run the whole show. Sadness was the one that, by instinct, was drawn to the core memories because Riley herself felt sad because of moving away but was forced to smile smile smile all the time.
The problem with this cartoon is that it depicts involuntary reactions as sentient characters with own agency, making Sadness a malevolent character hell-bent on ruining everything rather then something to deal with.

In the movie, Sadness is more than just feeling bad and being depressed. Sadness was all about introspection, regret and hope for better things. I think she was kept as just Sadness on purpose to, as you put it, antagonize her in the eyes of the viewers.
