They've been hitting pretty hard on the point that Steven is Rose, so it's doubtful that Lion is another incarnation of her.
The more curious aspect of Lion is the fact that he's basically an inter-dimensional gateway to both Rose's secret stash, as well as where ever the crew needs to go that doesn't have a warp pad nearby.
He's probably some sort of manifestation of Steven's power, or a guardian left by Rose to watch over the Desert Glass. He might be some sort of entity birthed by all the gems stored in the temple as a sort of gem tech output creature that handle basic functions like teleportation.
Come to think of it, that kind of puts the Desert Glass in to perspective. It's possible its another harvested Gem inserted in to an item to achieve some desired effect, much like Lapis was used to power a mirror that tells about gem history.

I think the closest we'll ever get to Steven seeing his mom again will have something to do with Rose's room. Remember that the whale in there suddenly spoke in Rose's voice towards the end of that episode, and its been shown to be capable of creating constructs of individuals based on what it can gather of them.
I think that a pretty decent Rose-construct is somewhere in that room, seeing as how it had as long as Rose lived there to gather data of her. In fact I think that Rose's room has a lot of answers to the show, and Steven just has to come to certain realizations of his own before he goes there to find them out.
For example, Greg losing his cool and trailing off about the gem war "It's not like I was there", sweating bullets and everything, seems really uncharacteristic of him. I think that Rose used the room to show Greg what she was involved in, and that at some point Steven will use it to show him and us, the viewer, exactly what the war was like without the gems sugarcoating/refusing to talk about it.
Also think it's highly likely that more will be revealed about Lion and what's in his mane either through the room directly, or something in the room tipping Steven off to it.

So far, there are no sightings or implications of non-gem lifeforms on Homeworld. Meaning that, if lion WAS Rose's familiar, that didn't happen until after she arrived on Earth and took an active interest in the planet's natural state. So, the ability to have familiars is likely a power that gems haven't discovered or explored, due to aforementioned lack of resources.
Or, since Rose's powers seem to be largely rooted in nature, having a familiar is something unique to her/other nature-themed gems.

It's a bit of a stretch, but maybe Lion was a mortally-wounded lion that Rose happened upon one day, hundreds of years ago. Feeling bad for the poor creature, she was able to heal him, as well as grant him magical powers (warping, pocket-dimension in his mane, etc.), and immortality.
Rose was not able to do this with her own powers alone though. When she found Lion, she was possession of something that had extraordinary magical power:The Bismuth stone. It has such incredible magic infused in it, she feared that keeping it, uncontained, would bring chaos, and/or attract more attention from Homeworld.So, she bubbled it and stored it in Lion's mane.
