His voice and look are, I think, the perfect renditions for his personality. Tall and spindly really really works for the whole "scientist turned commander" deal that Starscream has in the show. I always like to think that Starscream is actually taller than Megatron as well, adding in another complex for Starscream to deal with.

The back wheel splits and turns into something on her calves. The front lodges into her pack. It doesn't help because those don't seem to shift size, yet on bots like Bulkhead the wheels actually get bigger in robot mode. They do this to make them more formidable in size but

The seat tends to form her lats. Her rear wheels split in half on her legs, her front wheel ends up on her upper back. They also don't mass shift.

The average motorcycle is 6'-8' in length. Jack is stated at being an average height which would be around 5'6''. Arcee is roughly 3x Jack's height making her 16'6'' tall. Cut that in half when she transforms and she will be 8'3'' which is an acceptable form for a large motorcycle. The motorcycle can be far more dense than a normal motorcycle since weight stability and fuel wouldn't be an issue. So really she could transform into a motorcycle at her current height.
