It's a classic that's been on for about 20 years and, while recently the animation has gone to shit, the writing has stayed consistently good.
It's enjoyable for all ages, has great continuity, but is still made up of mostly-self-contained slice-of-life episodes so you can watch them out of order no problem.
Really, though, maybe you should just watch a few episodes for yourself and see what you think. I'd recommend the older ones to start out with. Newer ones can be a bit hard to swallow at first.

Brain swap, body swap, mind switch...whatever you call it, it's a very common plot device. I don't really mind it, per se, but the fact that they always switch the voices as well bugs me...seems like you could have a lot of fun with the VAs imitating each other.
Futurama, in particular, was a huge missed opportunity, I think. Imagine how much more crazy and confusing that would have been if every body had kept the correct voice.
To the best of my knowledge, only three cartoons have ever done mind swap without changing the voices...Pirates of Dark Water, The Replacements and Justice League. And good on them!

The thing with that is that it's more fantasy oriented, they like fantasy. Arthur is more grounded in reality, and while yes Slice of life anime is liked, the thing about Slice of life anime is that it deals with Japanese life, while Arthur deals with American life. There are many obvious differences between Japanese childhood and American childhood, especially when it comes to school, Arthur probably wouldn't prove to be popular there.
