Zombie Island is GOAT, followed closely by Cyber Chase. Hell, I can't even think of a Scooby Doo movie I hate though.

Worst: Scooby Goes Hollywood. If that doesn't count because it was a special, Reluctant Werewolf.
Painfully average: Monster of Mexico maybe. There were a ton of them that were just extended length What's New episodes.

That's why I hate Ghoul School, and just about every other version of this concept (Monster High and so on) because they all did it poorly!

Not the best, but I have to confess a fondness for Scooby Doo: Mask of the Blue Falcon. The jabs at geek/con culture are fun, and the rebooted Nolan-style Blue Falcon is a hoot.
