He wasnt always boring, but hal is a character that depends too much on his interactions with others. Retarded Hal, and Space Police Hal were always good. Johns take on the character was pretty bad after rebirth, but at least all the other aditions to the GL universe were worth it (even if Kyle and Guy had to pay the price). One of the problems with John's hal is that the character is pretty flat by modern standards, he is too much han solo, but also misses his dad, King's one shot was the best hal i has seen since the Parallax days. One of the problems with Hal was that Kyle and Guy went trought 15 years of development and grow a lot, while Hal journey as a villian, fallen hero, and then as spectre was really slow so he didnt had time to be developed in the same way, and then when Johns bring back the character what we got was a Hal that was not longer guilty, he felt bad but since he was not guilty all his journey was invalidaded and we got an 80's character that pretended to be Han Solo so he felt bland, even when the comics were really good.

Fun fact: the backlash against Hal turning evil was so great that after the Parallax View two parter (IIRC GL #62-63) and the 1995 GL Annual, the character was declared off-limits. Especially after the Year One annual happened, which had Hal single handedly go back in time to save Alex/beat Major Force while Kyle got his shit kicked in by one of Hal's earliest joke villains. A story that got snuck by DC editorial*, who were pissed off Kyle was made to look like a loser.
*Marz wrote the annual basically to try and get Hal fans to leave him alone via giving them what they wanted, a story where Hal got to upstage Kyle and rub his nose in it. Needless to say, it put an end to him being allowed usage of Hal for a while.
And hell, Hal only died in Final Night because of blackmail/a desire to mercy kill Hal. NO ONE wanted to write Final Night due to it being an editorial controlled story where the writer was basically given ZERO say and was basically going to be a glorified dialogue writer for a four part story that editorial had already written out (Ferro Lad was supposed to die at the end, like he did in the original Legion story it was based upon).
Kessel agreed to write it ONLY if Hal got to die instead of Ferro Lad as far as giving him a redemptive death. And even then, DC cockblocked and refused to let Hal completely say his GL Oath one last time before dying.

The ban got lifted after Hal's death because by that point, one of the bean counters at DC realized that Hal DID sell. His GL appearances post-ET all saw sales spikes and his funeral issue also sold extremely well. Not to mention his DC Archvie HCs being among the top sellers of the line.
The Barry/Hal mini however only happened because Waid pushed it, after JLA Year One was a sales success. DC still was limiting Hal to time travel (Emerald Knights was done to off-set the sales drop the title suffered when Donna got pulled from the book by Byrne) or flashback stories, but there was a lot of back and forth between those who wanted a full-on embargo and those who wanted to try and find ways to capitalize on Hal without throwing away Kyle, who still sold and only actually got replaced when Winnick and Raab scorched earth the place so badly, that they had to bring Hal back to stop the bleeding.

In particular, while Hal as Spectre DID have a decent writer (JD DeMatties), instead of getting the JD DeMatties who wrote awesome Spider-Man and Justice League stories, we got the insufferable Moonshadow JD DeMatties, which meant that he took Hal as Spectre as a vehicle to circle jerk over alternative religion and astrology and other hippie bullshit that neither Hal Jordan fans or Spectre fans were willing to tolerate.
Part of this was due to DeMatties being given free reign on the book, sadly. It was a containment book for all intents and purposes, with a writer who was given free reign to write non-commercial material.
In a lot of ways, it was a perfect way for the Hal Haters at DC to try and kill Hal's commercial viability. Give him his own book and make it so unappealing that it gets cancelled for low sales, so they could then use that to further suppress Hal by claiming "We gave Hal his own book again and it sold for shit! Kyle Forever!!!!!".

The cameo of Constantine and Swamp Thing in the funeral issue was the final straw that led to the ten plus year cold war between the main DCU book editors and the Vertigo editors.
Marz put them in the book after the Vertigo editors vetoed their usage, leading to the Vertigo editors declaring they would never let Vertigo characters appear in a regular DCU book again out of spite.

For most of the early parts of Johns's run, Ganthet and Sayd took the roles of "telling the Guardians how monumentally stupid what they're doing is", and they got exiled for it. They then made their own Corp, the Blue Lantern Corp, which, if you recall, not only gets stronger in the presence of a Green Lantern, but also basically supercharges all nearby Green Lanterns (meaning mutual corporation would be best). There was an arc in JLE that had them trying to help Hal but Power Girl fucked everything up with the god-awful mystic pregnancy storyline Gerald Jones was writing at the time in JLE.
Hal and Kara and the rest of the team lost several days worth of memory after Coast City got nuked due to the forces knocking PG up. PG thought Hal was the baby daddy at first and was kind of pissy that he was denying it.
They sort of reconciled before Hal left, but the whole business made Hal not want to be around the League anymore so he took off to go visit Coast City, setting into motion Emerald Twilight.
