It's really not. It was watched by a bunch of poorfags who didn't have cable, and their only real cartoon options as kids were on PBS. Now they're adults trying to justify their sad childhood by pretending Arthur isn't a mediocre cartoon for preschoolers.

Continuity actually is a thing, but not to the point that you won't understand any kind of overarching plot or anything like that.
Just watch recommended episodes, or even episodes at random. After you watch the first episode, which actually serves as a pretty good introduction to the series.
And, again, there is no real waxing or waning in quality. The newest season have shit flash animations, but the animation is all that got bad. Writing is still good. And prior to that there really is no significant change in quality at all.
