The English revolution crowned the idea of parliamentarism and individual liberties.
Then the French revolution finalised modern democracy ideal with political rights, universal suffrage and more generally the modern idea of citizenship. At that time, both the UK and the USA still had censitary suffrage.
So in a way you could say that France is the birthplace of modern democracy, as it finalised the concept. However, it build it on ideas from all over the world (like ideas usually do) and its application will be rather tumultuous until the third republic (1870).
