Most of the questions people ask about the plot are explained quite clearly in the games themselves. Hell, the series very frequently has moments of blatant exposition where characters stand around explaining everything that is happening. At rare times Heartless can behave un-Heartless like. In Halloween Town during KH1 before Oogie Boogie tried to control the Heartless, they were innocently dancing around in the town center with Jack. One can hope. Nomura is kind of a spur of the moment type of guy. He could easily have Xehanort pop up in some way as either just a taunting reminder of the past hardships Sora has faced, or even as an ally if they have him repent for the shit's he's done.
