He was with the Titans or in limbo or doing his Batman Lite routine in his solo. Jason was generally disliked and killed off. Meanwhile, Tim was running around as an independent hero, while still acting as sidekick to Batman. He was the perfect reader insert character in the Batbooks, which is precisely what Robin was designed to be. Early Tim was the ideal Robin for the modern age. 90's Tim was like crack for every late 80's kid (me included).
>But, for some reason (and this was something discussed often at conventions back in the 00's) Dan Didio wanted to make Tim into the more archetypal Robin, so Tim got to run the grief olympics. Unfortunately, that stripped him of the supporting cast that made him unique in the Robin role. The rest of that generation of legacies got it too, Tim is just the best selling of the bunch. He was no longer that perfect Robin, he was the DC post-Identity Crisis grimdark Dick Grayson Robin with a different name.

Tim flourished in an era where he was the only game in town (literally). The Batfam when he started was just Bruce, Alfred, Tim and sometimes Harold. He was generic on purpose. Even when the other characters were around, he was the current Robin, so he had a sort of priority status.
Now he's one of many ex-Robins, and they all have stronger personalities than he does, they're all currently better written, and they all don't have a bunch of fans still upset about what the character used to be. In 5 years he went from DC's top priority as far as Batman's supporting characters to number 5, on a good day.

Damian just wasn't liked at all, not even in a "love to hate" kind of way. Most batfans, especially Tim fans, literally hated him for his personality and were as insecure about him as Tim was.
