The Punisher supposedly reasoned that the power vacuum caused by his death would harm too many innocents. Yes, there is a version of The Punisher that cares.
If the Kingpin could be killed by a crazed gunman, he'd be long dead before Punisher ever showed up. He's tried.
It's not like he'd stay dead anyway. Being Punisher is a Sisyphean hell, where you're continuously killing motherfuckers who will just resurrect in about 3 years or less.
