13 was bad because it lopped off the heart warming feelsy nature of the sequels and replaced it with mindless comedy-- particularly the fact that they got Cuba Gooding Jr. and Sandra Oh to play two characters that are Jar Jar Binks levels of annoying. The moral is ruined by the fact that it banks its success on using the two obnoxious comedy guest characters as examples. And it has a fart joke, which is pretty unforgivable for people who try to say these movies aren't as mindless as people think they are.
As for the best? 2, 3, 5, and 10 are the one I usually hear about. 2 and 5 have Chomper whose insanely popular and practically caries the films, 3 is edgy because it shows the Great Valley cracking under the strain of limited resources, and ten has the biggest twist in the series as well as being made with clear heart and passion.

So film ten is called the Great Longneck Migration, and all the longnecks have migrated to certain spot because of a dream they have. Littlefoot gets into a fight with a kid and the kid's guardian comes along and apologizes for him. When Littlefoot tells the man his name, the man remarks that 'Littlefoot' just so happened to be his nickname as a kid. Grandpa longneck comes in looking for Littlefoot and spots the man. Turns out, the guy is Littlefoot's long lost father, Bron. There was absolutely no warning in the advertising of this film that this was going to happen, so it was big surprise. Anyway, Littlefoot runs away in fear and it's highly implied that he considers the possibility that Bron abandoned him and his mother to fend for themselves in the first film. Bron tells Littlefoot why he was never there for him and the two start to hit it off, with Bron eventually bringing up the possibility of Littlefoot coming to live with his heard, away from the Great Valley, and the film acts like it's seriously about to do so. In fact, ten feels like it was intended to be the last movie in the series with how heavy and emotional it is and how much it ties itself to the first movie.
