That's not even true. He didn't feel like an older teen to look like an older teen, he MADE himself look like one. He has a base form, and that base form is currently 14. He is just a late bloomer, which isn't hard to grasp.
His age rapidly changing because of how he felt was just him not having a grasp on his powers. Just like how he became a Cat Monster when he couldn't figure out how to properly disperse of the cat fingers. His form fluctuates incredibly when he loses control. He became a baby after he overexerted himself when he made himself over because he slingshot back into a state that too less energy to maintain. It's not his base form.

I highly recommend it, anon. Utena is a wonderful series and very fucked up, but you can't appreciate it without seeing the whole thing. There's mindfuckery aplenty, but it's more of a slow build, and very deliberate; it's hard to point at a specific five-minute YT clip and go "Yep, here's where shit gets real." Also, not exaggerating when I say watching it twice makes so much sense of little things early on that hint at the coming weirdness.
