Set-up: Thanks to statewide budget cuts, the Ghoul School is consolidating with Coolsville High. The girls of the Ghoul School welcome their strange new classmates to the eerie campus with mixed results. We follow the hi jinks and mishaps of normal kids trying to adapt to the weird world of the ghouls and vice versa. The first season is mostly self contained episodes fleshing out the world and establishing the characters.
Characterizations are as follows:
Phantasma (Phanny): Ditzy valleygirl thrill seeker. Fairly knowledgeable of human society, but she often forgets or misremembers things. Super into 70s and 80s music and makes super dated references to that time period. If future seasons allow, minor subplot to reveal how she died and became a ghost comes to light.
Sibella (Bella): Quiet and highly intellectual, bad at making friends. Not overly knowledgeable of normal society, but very interested in it, much to daddy's chagrin. Future seasons pick up on subplot revolving around witches trying to get her involved in not so wholesome activities.
Tannis: Youthful and naieve. Definitely the baby of the group and alongside Winry, gets less screentime and characterization. Mostly here for cute moments and to point out when someone is being an utter bitch/nincompoop. Future seasons see her growing up and maturing with the others serving as mother figures.
Winnie: Devious, but good hearted little imp. Basically a convenient vessel for starting up trouble and getting episodes going. Every show has a troublemaking shit, this one just happens to be cute.
Elsa: Sporty tomboy with a level head. The mom of the group who usually ends up finding a solution to the episode's problem. Kind of a wet blanket, leading to a few episodes where the others try to help her let her hair down. Future subplot involving her finding out she's kind of complicatedly adopted.
Of course, a cast of 5 a show does not make. We need some additional characters to fill in some vital roles.

These characters would be mostly side characters, and fairly one dimensional, with occasional episodes devoted to them in future seasons to flesh them out. Think Hey Arnold.
First, you need antagonists. Winney hawking Tannis's canopic jars to buy chewtoys is funny once, but she can't be pulling that shit all the time. We need some characters we'll love to hate.
Revolta and her girls: Evil queen bitch still trying to take down the school. And with Shaggy and his mutt out of the picture she might just get somewhere. Brings along Aspen (Creature from the Black Lagoon), Gail (Blob monster), Rachel (Zombie), Zoe (Skeleton), and Nora (Imp).
The Cheer Girls (Jennifer, Jane, and Kimberly): Yep, we're doing that trope. Cheerleaders=bitches. Freaked out by the Ghouls and the weird setting, and jealous that they aren't the center of everyone's attention they do bitchy things to make themselves feel better. Consistently get their comeuppance.
There will also be a few groups who don't mean to cause trouble, but it happens anyway.
Calloway Boys: Yep, they make their return. Not so so much bad kids, but they want to stand up for normal classmates, and often a bit too vehemently so. They'll pour water on a dragon, bring out real silver cutlery at the monster ball, and play yodeling to the oldies for the Martian exchange students without realizing the harm they've done.
Witches Three: Athella, Aramis, Patty, and D'annelle. Not only are they bad at math, they're bad with magic. Not so much inherently evil as they are dim-witted and foolish, dabbling in dark arts that place everyone else in danger. They never learn and even characters within the setting start to suspect these four are responsible for whatever bad news is going down this week.
