Green Goblin was always the big deal villain. That 90s cartoon has to be one of the only pieces of media that downplays how important Norman is, especially when it suggested he was inspired by Hobgoblin.

Many debate that Spidey himself is his own worst enemy and/or he doesn't have an arch-nemesis to begin with. JMS's and JRJR's run went with the theme that Peter's spider powers are his curse, so many writers have their own takes on who's his greatest foe. Some of them say Norman, others (like Slott) push Ock, etc.

Going through the old comics, Otto was the closest thing to a Nemesis Spidey had to contend with, but once Gobby showed up, it was definitely Green Goblin at the front of the pack.

Venom was briefly the biggest, nastiest villain, but got downgraded after a few years.

I think part of the confusion comes from the 90's, where Marvel tried to downplay or replace Osborn, but once the Raimi movie hit, he was back on top.

Ock I'd say is more like Spidey's Riddler as in Spidey has to use his brain more often than naught to beat Ock.

Spidey holds back against just about everyone. When he actually goes full-bore, it's usually pretty scary.

Kingpin is Ironman/Full Strength Competition strong. He could probably pull a 747 with a tow-rope wrapped around his gut. He also has extensive CQ combat training. Spider-Man just makes him look like a pushover because superpowers.

Fun Fact: When John Semper joined the Spider-Man cartoon, he noticed they were going to use Hobgoblin from the start. He was seemingly the only one who knew anything about Spider-Man's history, and told them they needed to use Green Goblin first. Unfortunately, Toy Biz already had the Hobgoblin toy planned, and his suggestion of making Norman the Hobgoblin was also denied.

Eventually he got to do the Green Goblin later in the series. If you enjoyed anything about the show, he probably had a hand in it, as he wrote all but 5 episodes.

Otto was first when they were still developing Spidey, then Goblin, who held that title until Venom's popularity exploded in the 90's. Since then, it's back to Goblin

That was because he was dead for a long, long time. He died shortly after Gwen Stacy and stayed that way until the end of the clone saga.
