Fox said Marvel had to sign off on the X-Men TV series, which they did, after holding out for a long time. They're also doing an X-Men comic event that coincides with the new movie, right? This happened fairly shortly after the F4 super flop and F4-2 was taken off the schedule shortly after that.
That doesn't necessarily indicate that they got the rights to Fantastic Four back, but it might make sense why they would suddenly play nice with X-men, since they won't be getting them back and they'd be bothersome to work into the MCU now anyway.

All that means is that FOX were asking for retarded things, plot-wise.
Marvel's only real ability to veto a show is if it departs significantly from the basis of the rights as sold. That is, if FOX for example wanted to make the X-Men about a company of fighting dwarves with super-powers in a war against the Predators, Marvel would be able to veto it.
They don't actually have a great deal of choice in signing off on a tv show about the X-Men as written, but the X-Men have been done.
The timing of these shows is more to do with the lack of Jackman and Lawrence in future X-Men films than anything.

Capcom was not announced to announce Spider-Man was in Marvel VS Capcom 3 until AFTER Activision's Spider-Man game was not only out but had been on the market "for a respectable amount of time."
So until then, everybody had to pretend they weren't sure if Spidey was in MvC3.
Fox's FF is still in its debut home release run (I even saw a standee for it at Target just yesterday).
Once Fox is done trying to sell the FF, the announcement will be made.
