I'd say Snyder only deserves minor blame because he's the one who added in Superman killing Zod. MoS was Nolan/Goyer's baby and WB was trying to cash in on the Nolan Batman craze by trying to make Superman Begins. It didn't even feel like a Snyder movie, BvS does.

Snyder felt the original ending didn't had a big climax so he decided to change it, along with goyer, and both had to persue nolan because he didn't liked the idea(for obvious reasons).
Snyder wanted more action, and that hurt the movie, because being a script of Nolan the way a superhero is show is by what he represents and stands, and big he is. Like Batman in the previous trilogy.
