This would definitely been better. Him worshiping Chase but quickly growing more skeptical and reserved based on his mistreatment would have been a good development. I also would have been okay with Jack becoming a neutral party/sometimes-ally rather than an ineffectual antagonist.

Have an alternate version of Jack show up from another universe or the not too distant future. He's more chill than normal Jack when it comes to building Evil Genius street cred, but that just lets him focus more on being effective. Alternate Jack runs circles around normal Jack, getting off on pointing out all of his failures and why they keep happening. It leaves normal Jack with food for thought after alternate Jack is banished, serving as a catalyst for change.

Have him be a Monk that was unable to use magic and instead relied on trickery and machines, only to turn evil when he was thrown out of his temple for deceiving his fellow monks.
During a Wu hunt one of the dragons accidentally releases him, he sees them hand Jack his ass and wreck the Jackbots as usual.
He approaches Jack as he's collecting the parts of his broken Jackbots and offers To teach Jack everything he knows.
Jack is skeptical and it takes getting humiliated a few more times before he swallows his Pride and accepts.
