I'd be alright with Sacks as the Shredder if they had established more clearly that he was Oroku Saki's protege and the leader of the American branch of the Foot. They have guns because it's Murrica, while the original Foot are still traditional ninja, and the original Shredder is saved for the sequel. Maybe have him be a successor too if they want to do the ancient history route like IDW.
But they didn't cast him until the reshoots. Yoshi doesn't exist in this universe, which was the biggest problem, so they had no reason to add him.
