I think Brevoort may have said he opposed the Chthon-did-it explanation. I can't remember, but Chthon was brought up as a possible culprit in Children's Crusade 1, so it's not like they didn't remember him.
Writing off Disassembled/House of M as possession wouldn't have pleased Bendis or Brevoort because it would have invalidated those events completely.

Wanda had no agency in HoM or Dissembled. She was a plot device for others.

I agree Wanda's characterization sucked in Disassembled/House of M but Bendis and Brevoort didn't care about that. They just needed a plot catalyst for their events and both events were massively successful.
The problem with Children's Crusade is it was trying to "fix" an event that was bad for a particular character but good for Marvel's bottom line. It's easier to retcon out an event that bombed, like the Crossing. With CC you could see Heinberg could only go so far and not step on the success of those events.
(Like bringing back Scott Lang - a pet character for both Heinberg and his pal Geoff Johns - in such a way that it didn't change what happened in Avengers Disassembled.)
