I'm going to admit that I've never actually read the original comics that this character appeared in, just read a summary out of curiosity. Apparently he owned a fashion and clothing supply chain, and used it to smuggle contraband on the side. And that's pretty much it.
The Titans go to stop his smuggling operation and he's got a base with robotic death traps. Because that's just the era and every villain has a sci-fi and/or funhouse style secret base full of death traps, even if it makes absolutely no sense as how they could get their hands on one.
The character in the cartoon I can only guess was just some kind of massive leap in logic. Mod Fashion = 1960s = psychedelica = illusions and hypno screens. And I guess that reaching for British villain archetypes got them an Evil Schoolmaster. That actually did kind of work for the show's whole youth vs adults vibe though.
I did really like the first episode that Mod appeared in, I thought it was one of the better standalone episodes. The second one kind of suffered for all the America Fuck Yeah stuff though.
